The 1851 quarter eagle is available in grades through MS64/64+, but Gems are rare with only five graded MS65 by PCGS and three finer, with the best a single MS67 (ex Eliasberg and later bought by me for $28,750 as NGC MS67 in a 2008 Scotsman sale).
This borderline Gem has excellent natural frosty luster with a light layer of golden color seen on both sides. A strong die crack is seen on the obverse from the second to the third star; this becomes a full cud on later die states.
The single PCGS/CAC MS64 to sell since 2018 is this exact coin; see below.
CAC has approved 17 in this grade with just 3 finer.
